Communities Putting Prevention to Work

In 2010, Public Health – Seattle & King County was awarded two competitive federal stimulus grants to address the leading causes of death – obesity and tobacco use – in our region as part of the Centers for Disease Control & Prevention's Communities Putting Prevention to Work.

Cascade Bicycle Club was one of many recipients of King County's Communities Putting Prevention to Work (CPPW) grant in 2010, with the objective of providing education and technical guidance to support policy change fostering active travel in communities experiencing disproportionate rates of poor health. Over the course of the past 18 months, Cascade worked with the cities of Burien, Des Moines, Federal Way, Kent, SeaTac and Snoqualmie to bring about new policies supporting the creation of bicycle and pedestrian-friendly communities – ultimately leading to improved health in these communities.

To date, the work under the CPPW grant resulted in four new Complete Streets ordinances (Burien, Federal Way, Snoqualmie and Des Moines) and four new Bicycle and Pedestrian Plans (Burien, Federal Way, Snoqualmie and SeaTac), along with other policies and plans that will improve access to healthy foods, support safe routes to school and reduce tobacco consumption and exposure.

Cascade's specific role under CPPW was to provide educational trainings and reports to city staff and elected officials, along with technical guidance, on the adoption of bicycle and pedestrian-friendly policies and plans. Specifically, Cascade conducted 13 workshops in south and east King County focusing on the topics of Complete Streets, Multimodal Level of Service and Non-Motorized Transportation Prioritization. Three comprehensive user guides were developed on each of these topics, which can be accessed below.

While the CPPW grant has come to a close, we look forward to the continuation of our work within each of our CPPW partner cities to ensure that the policies and plans recently adopted are implemented and lead to on-the-ground improvements. Complete Streets Guide: This guide provides information on the benefits of Complete Streets at the policy level and on-the-ground, elements of a successful Complete Streets ordinance and example ordinance language, along with a toolbox of Complete Street design elements.

Multimodal Level of Service Guide: This guide discusses the importance of moving away from a traditional automobile-oriented Level of Service methodology to one that is inclusive of all modes of transportation, including bicycling and walking. The recently released 2010 Highway Capacity Manual provides an integrated multimodal level of service methodology, which is the basis for our guide.

Methods for Prioritizing and Quantifying the Benefits of Bicycle and Pedestrian Investments: In addition to a comprehensive summary of existing research pertaining to the benefits and costs of non-motorized investments, this guide provides an overview of non-motorized transportation prioritization methodologies focusing primarily on the King County Transportation Programming Tool (TPT). The King County TPT provides an excel-based model for prioritizing non-motorized projects based on their ability to achieve positive outcomes within communities, including improved health, safety, mobility and environmental quality. The King County TPT was developed by Urban Design 4 Health (Lawrence Frank & Co., Inc at the time).
